Yes they are GOVERNMENT for racing they have Historic department to deal with the FIA papers ( or now called Historc technical passport HTP) but it is dealt with locally by each country and their Inspectors
you need to provide info on the cars chassi number race history but the important thing is the car must be rebuilt redy to run so they can inspect and check the car is built to the correct specification
ie you have the period engine gearbox bodywork brakes fitted
You then supply 6 or 7 photos of the car that are added to the Passport
